    REGULATION

    on conducting of the International Conference «FOREIGN POLICY AND DIPLOMACY OF TURKMENISTAN: COOPERATION FOR THE SAKE OF PEACE, SAFETY AND SUSTAINABLE DEVELOPMENT» and the II International Competition “International Relations: Culture of Peaceful Dialogue”


    1. General Provisions


    1.1. This Regulation establishes the basic rules and procedures for organizing and conducting the International Conference «FOREIGN POLICY AND DIPLOMACY OF TURKMENISTAN: COOPERATION FOR THE SAKE OF PEACE, SAFETY AND SUSTAINABLE DEVELOPMENT» (hereinafter referred to as «the conference») and the II International Competition «International Relations: Culture of Peaceful Dialogue» (hereinafter referred to as «the competition») (collectively referred to as «the events»).

    1.2. The primary organizer responsible for the events is the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan. The Ministry of Education of Turkmenistan and the Ministry of Foreign Affairs of Turkmenistan serve as advisors and supporters in organizing these events.

    1.3. The working languages of the events are Turkmen, English, and Russian.


    2. Objectives and Tasks of the Events


    2.1. Main Objectives:

    - Implementation of tasks set forth in the Conception of the Activities and Priorities of Turkmenistan within the Framework of the International Year of Peace and Trust, approved within the framework of the Resolution “2025 – International Year of Peace and Trust”, adopted by the United Nations on the initiative of Turkmenistan;

    - implementation of activities to achieve the United Nations Sustainable Development Goals in the field of providing high-quality education and partnerships to achieve the goals;

    - a worthy celebration of the 80th anniversary of the creation of the United Nations;

    - implementation of activities to prepare for the ceremonial celebration of the 30th anniversary of Turkmenistan’s Neutrality.

    2.2. Key Tasks:

    - Continuation of the implementation of tasks outlined in the “Concept for the Development of the Digital Education System in Turkmenistan and the Plan for its Implementation”, “The State Program for the Development of Natural and Exact Sciences in Turkmenistan,” “The Strategy for the Development of the Science System in Turkmenistan for 2024–2052,” approved by the President of Turkmenistan and other relevant documents adopted at the state level;

    - popularization of political, cultural and educational diplomacy of Neutral Turkmenistan;

    - establishment and strengthening of mutually beneficial cooperation between higher educational institutions of Turkmenistan and foreign countries, further expansion of international partnership;

    - identification and support of talented student youth;

    - involving students in scientific research activities;

    - deepening students' knowledge in their academic disciplines;

    - ensuring the training of highly qualified and well-grounded professionals;

    - strengthening friendly relations among students and fostering academic exchange opportunities.


    3. Organizational Arrangements


    3.1. A Coordination Committee will be established to ensure the events are organized effectively. The composition of this committee is approved by the Order of the Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.

    3.2. The Coordination Committee:

    - defines the basic principles for conducting events;

    - carries out organizational tasks related to the events;

    - establishes the schedule and deadlines for the events;

    - coordinates with representatives of domestic and foreign higher education institutions for the organization of the events;

    - arranges accommodations, meals, and transportation for foreign participants;

    - plans educational, cultural, entertainment activities for foreign guests;

    - organizes the awarding of winners with medals, diplomas, certificates of honor, presentation of a participant certificate and souvenirs;

    - ensures wide coverage of events in the media;

    - addresses any other emerging issues.


    4. Guidelines for Conducting the International Conference


    4.1. Within the framework of the International conference, at the plenary session and in the sections, it is planned to organize presentations and their discussion, to listen to reports from the section heads at the final session, conduct discussions and demonstration classes of foreign professors and teachers – conference participants, for young specialists and students of Turkmenistan.

    4.2. The conference will feature presentations by domestic and foreign scholars and experts on the following key topics aligned with the "Concept of Activities and Priorities of Turkmenistan within the Framework of the International Year of Peace and Trust" set out in the following areas:

    - Preventive diplomacy as a tool for preventing and resolving conflicts;

    - use of the potential of neutrality for peaceful, political and diplomatic settlement of disputes and contradictions;

    - restoration of the culture of trust-based dialogue;

    - regional issues for strengthening peace, trust, and security;

    - activities of the Friends of Neutrality for peace, security and sustainable development

    - the role of women and youth in promoting peace and security;

    - the principles of neutrality in conflict prevention and achieving sustainable development;

    - using social media and digital diplomacy tools to promote ideals of peace and trust, with a focus on global youth engagement

    - financing sustainable development;

    - multilateral dialogues on cooperation in Central Asia;

    - activities of specialized international organizations, implementation of the United Nations Sustainable Development Goals in the field of ensuring high-quality education. 4.3. Participants of the conference can include university professors, researchers, postgraduate and doctoral students, industry experts. The application form for participation in the conference is given in Appendix 1.

    4.4. The conference will be divided into four sections:

    1. Peace Building Principles of the Policy of Neutrality: Turkmenistan’s National Experience;

    2. Economic Diplomacy as an Effective Tool for Sustainable Development Cooperation;

    3. Cultural diplomacy: National and Universal Significance of the Principles of Humanitarian Relations;

    4. International Experience in Training Specialists in International Relations: Scientific, Educational, and Methodological Activities.

    The requirements for the collection of articles to be published based on the results of the consultation are given in Appendix 2.


    5. Regulations for Conducting the International Competition


    5.1. Participants of the International Competition. Students and postgraduates from national and foreign universities may participate in the international competition. The number of participants from each university can range from 1 to 5. A faculty member or expert will lead the participants. If necessary, participants can compete without a supervisor. The application form for participation is provided in Appendix 3.

    5.2. Format of the Competition. The competition will consist of answering 100 multiple-choice questions based on subjects related to the training of specialists in international relations, as well as contemporary international relations. The questions will cover a broad spectrum of topics, including political, historical, cultural, and scientific disciplines, as well as international organizations, international and intergovernmental relations, sustainable development goals, global dialogue, environmental issues, climate change, and other international topics. The Coordination Committee is responsible for preparing and selecting the questions.

    5.3. Jury for the Competition. The composition of the jury and its Chairperson will be approved by the Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, upon the recommendation of the Organizing Committee. The jury will include leaders of university teams, representatives of scientific and educational institutions from Turkmenistan and abroad. The jury is responsible for determining the winners of the competition and addressing arising issues or complaints.

    5.4. Mandate Commission. To manage technical aspects of the competition and ensure compliance with the rules, a Mandate Commission is established. The composition of the Mandate Commission is approved by the Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, upon the recommendation of the Organizing Committee.

    5.5. Awards. Winners of the competition will receive gold, silver, and bronze medals, as well as 1st, 2nd, and 3rd degree Diplomas, Certificates of Honor, and prizes. The number of winners and the distribution of medals is determined by the Organizing Committee.


    6. Cultural Events for Participants and Media Coverage


    6.1. Official Ceremonies: Opening and Awarding ceremonies will be held for participants of the international conference and competition.

    6.2. Excursions, study tours and cultural events will be held for participants of the international scientific and practical conference and international competition

    6.3. Media Coverage: The international conference and competition will be widely covered in national media outlets and online platforms.


    7. Financial Arrangements


    7.1. Foreign participants of the events are fully responsible for travel expenses related to arrival and departure from Turkmenistan.

    7.2. The Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan covers travel expenses of foreign participants from the border of Turkmenistan to Ashgabat and back, accommodation, food, transportation expenses during the events, expenses related to awarding diplomas, letters of honor, participation certificates to the winners, and Team leaders.

    7.3. Foreign participants are responsible for expenses not covered by these Regulations

    REQUIREMENTS on the articles to be published based on the results of the international conference entitled «FOREIGN POLICY AND DIPLOMACY OF TURKMENISTAN: COOPERATION FOR THE SAKE OF PEACE, SAFETY AND SUSTAINABLE DEVELOPMENT»:


    1. The scientific article can be presented in Turkmen language, and its abstract in Russian and English, their translations must be officially certified.

    2. In the article, the relevance of the topic, level of study, innovation and the results of the conducted research should be described on a scientific basis, and its title and content should match.

    3. Each participant can submit one article and the number of co-authors should not exceed two.

    4. The size of the article should be in A4 (210×297 mm) format, 4-5 pages, an annotation of 0.25 pages (4-6 lines) and keywords (5-8 keywords).

    5. The text of the article should be written in Times New Roman font and saved in one file and should be in the following form:

    - The author's name, surname (in full) and professional field should be written in bold in 14-point font, aligned on the right side of the line;

    - the title of the article should be aligned with capital letters in the center of the line and should be written in bold in standard 16-point font;

    - 1 line should be left before writing the rest of the article;

    - the main content of the article and its annotations in Russian and English languages should be written in standard 14 size font and should be equal to the width of the line. Line spacing should be 1;

    - mathematical formulas should be written on the computer with the help of appropriate formula editors;

    - page size: top and bottom — 2.0 cm, left — 2.5 cm, right — 1.5 cm.

    - References to literary sources are indicated by numbers in square brackets in the description of the speech: [1; pp. 5], [2], [3-5] etc. The list of references should be placed at the end of the article, preceded by the heading REFERENCES.

    6. Depending on the characteristics of the scientific work, it is allowed to describe the article in the form of figures, formulas and tables. In this case, each image must not exceed the specified size of the page, and the font must not be smaller than 14 pt. The total length of the article should not be less than 4 and not more than 5 pages in A4 format, including figures, formulas and tables.

    7. Articles are accepted in Word format (with doc and docx extensions).

    8. Amendments and additions submitted by the author after the acceptance of the article are not accepted.

    9. The organizing committee reserves the right to select articles based on their relevance.

    10. The article should be reviewed at the author's office and sent to the organizing committee by 28.03.2025 with an official letter signed by the head of the office.
