«BRAIN RING» COMPETITION
REGULATIONS
on holding the intellectual competition «Brain Ring», organized by the Ministry of Foreign Affairs of Turkmenistan and the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan on February 16, 2026. The competition is dedicated to the motto of 2026: «Independent Neutral Turkmenistan – Homeland of Purposeful Winged Horses» and the celebration of the Day of Diplomatic Workers of Turkmenistan among the students of Magtymguly Turkmen State University, International University for the Humanities and Development, Dovletmammet Azadi Turkmen National Institute of World Languages and Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
The youth policy implemented by the state is of paramount importance for the harmonious development of young people, their integration into society, and their professional growth in their chosen fields, predetermining the future development of the country, which is inextricably linked to this strategic course. In the Era of the Revival of the New Epoch of the Powerful State, thanks to the efforts of our Esteemed President and our Hero-Arkadag, extensive work is being carried out in our Neutral Fatherland to educate youth in the national spirit and on the principles of Neutrality, to further expand the horizons of young people through all forms of education, and to strengthen their creative abilities and skills.
In accordance with the tasks arising from the vital state orders of Arkadagly Hero Serdar, the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, with the aim of identifying erudite, well-rounded, and talented youth, has developed these Regulations for the «Brain Ring» intellectual competition. The competition is dedicated to the motto of 2026 – «Independent Neutral Turkmenistan – Homeland of Purposeful Winged Horses» - and the celebration of the Day of Diplomatic Workers of Turkmenistan, among the students of Magtymguly Turkmen State University, the International University for the Humanities and Development, the Dovletmammet Azadi Turkmen National Institute of World Languages, and the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
I. Goals and Objectives of the Competition
1.1. In the Era of the Revival of the New Epoch of the Powerful State, in the year «Independent Neutral Turkmenistan – Homeland of Purposeful Winged Horses» this intellectual competition shall facilitate the deepening of students' knowledge regarding the significance of Turkmenistan's permanent Neutrality and the humanistic essence of the state's peaceful initiatives. It aims to popularize the country’s foreign policy and its international economic activities, as well as to identify talented, erudite, and purposeful young individuals.
1.2. To facilitate the demonstration of students' knowledge, professional skills, and creative abilities, as well as the comprehensive expansion of their worldview.
1.3. To promote the strengthening and further development of inter-university ties within the higher education system of Turkmenistan.
II. Procedure for Conducting the Competition
2.1. The competition is organized by the Ministry of Foreign Affairs of Turkmenistan and the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
2.2. The competition is held on February 16, 2026, in celebration of the Day of Diplomatic Workers of Turkmenistan, at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
2.3. Student teams from each higher education institution shall participate in the competition. Each team shall consist of 6 (six) members.
2.4. The competition includes a series of rounds during which teams answer questions from the moderators. A time limit of 1 (one) minute is allocated for preparing an answer to each question.
2.5. The competition in the "Brain Ring»" format is conducted in a question-and-answer form. General and logical questions dedicated to Turkmenistan's policy of Neutrality are presented to the participants.
2.6. The results of the competition is determined by the decision of the jury.
III. Procedure for Determining and Awarding the Winners
3.1. The winners of the competition is determined by a jury from the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
3.2. Based on the results of the competition, a Grand Prize winner is identified, as well as first, second, and third-place winners. The winners is awarded relevant diplomas from the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan and valuable souvenirs. The winners are also granted the honorary right to participate in the international conference and festive concert dedicated to the Day of Diplomatic Workers of Turkmenistan, which will take place on February 18, 2026, at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
