In the near future, it will be your task to form the basis of the Turkmen diplomatic service, to represent Turkmenistan in other countries and international organizations, in the system of foreign economic relations, in the information and legal space of the world. Be worthy of your responsibility, love your country, be proud of it, be patriots, but at the same time respect other countries and nations, their history, culture, traditions. It is your duty to serve your country to promote international peace, friendship and cooperation. These lofty principles should be a guiding light, the central meaning of your study today and your work tomorrow.
The Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan was established by the Decree of the President of Turkmenistan on March 20, 2008. The main task of the institute is to train international level specialists needed for the diplomatic service of the country. According to the structure of the institute approved by the Decree of the President of Turkmenistan, 4 faculties operate in this higher educational institution:
— Faculty of International Relations;
— Faculty of International Law;
— Faculty of International Economic Relations;
— Faculty of International Journalism.
The institute has 6 departments:
1. Department of International Relations and Diplomacy;
2. Department of International Law and Comparative Law Studies;
3. Department of International Economic Relations;
4. Department of Theory and Practice of Journalism;
5. Department of World Languages;
6. Department of Social Studies.
The Institute offers highly educated specialists in International Relations and Diplomacy, International Law, International Economic Relations, International Journalism, Bachelors in International Relations, International Law, International Economy, Political Communication and Internet Journalism, as well as Digital Diplomacy, Campaign and Strategic Planning. It prepares masters in Oriental Studies, International Community Law, International Private Law, International Economics, Political Communication and Internet Journalism. 2 Doctors of Science, 11 Candidates of Science, 2 Professors, and 2 Assistant Professors, 23 Lecturers, 21 Instructors and 20 Teacher-trainees work here. 63 books, 47 textbooks and 3 guidebooks, 5 monographs and 8 dictionaries were published.
Collective scientific research paper on the title "Turkmenistan's Policy on Providing Regional Security in Central Asia" dedicated in 2024-2026 yy. and registered by the Academy of Science of Turkmenistan is carried by the institute on the purpose of scientific study on geo-political, geo-economic, legal, cultural-humanitarian branches of "Conception on Foreign Policy of Turkmenistan for 2022-2028 yy."
Since 2009, the institute has been sending its graduates to work. Between 2009 and 2023, 776 students graduated from the institute, and 113 of them received distinguished diplomas. Also, in 2022, for the first time, 31 master's degrees were completed and 4 of them were awarded diplomas with distinction. Also, in 2023, 53 masters graduated, 4 of them were awarded diplomas with distinction. 153 graduates of the institute are employed in the system of the Ministry of Foreign Affairs of the country (27 within the institute), 82 in law enforcement agencies, 113 in the economic and financial complex, the State Committee for Television, Radio and Cinematography of Turkmenistan, 63 in the editorial offices of city and provincial newspapers, and 365 were sent to work in various institutions. Some of them work in embassies and consulates of our country abroad.
On the basis of the Regulation on the procedure for students of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan to undergo work experience in the diplomatic missions and consular offices of Turkmenistan abroad, approved by Decree 13031 of the President of Turkmenistan on May 31, 2013, 151 students of the year passed 12 weeks of work experience in diplomatic missions abroad, consular offices and permanent embassies to international organizations.
In accordance with Decree 2318 signed by the President on July 9, 2021, the structure of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan was further improved and the Scientific Center for Strategic Studies, the School for Young Diplomats and the Department of Digital Systems and Communications were opened. In the 2021-2022 academic year on the basis of the Bachelor's program in the fields of International Relations, International Economy, Political Communication and Internet Journalism, the Master's program in the fields of Digital Diplomacy, International Community Law, Private International Law; in the 2022-2023 academic year on the basis of the Bachelor's program in the field of International Law and the Master's program in the fields of Oriental Studies, Analytics and Strategic Planning, Political Communication and Internet Journalism, as well as in the 2023-2024 academic year, the Master's program in the field of International Economics education began for the first time.
On November 21, 2023, the Young Diplomats Center under the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan was established in order to increase the contribution of the young generation to the development of foreign political initiatives in Turkmenistan, to strengthen the international reputation of the country, and to improve the professional skills and efficiency of young employees.
In accordance with Resolution 803 signed by our Esteemed President on December 11, 2023 on improving the work of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, a specialized training center called "Diplomatic Protocol" was opened and a training center for training Administrative and technical staff was closed.
