ANNOUNCEMENT: COMPETITION – 2026
In the book “Türkmenistanyň Bitaraplygy – parahatçylygyň we ynanyşmagyň aýdyň ýoly / Neutrality of Turkmenistan: A Bright Way to Peace and Trust” and subsequent works by the President of Turkmenistan, as well as in the scholarly encyclopedic volumes of the Hero Arkadag, comprehensive theoretical and practical perspectives on creative labor and human rights are articulated. These works extensively detail the fundamental importance of human labor in the socio-economic evolution of society.
During the era of the Revival of the New Epoch of the Powerful State, comprehensive reforms to modernize the national legislative framework are being implemented through the dedicated initiatives of the President of Turkmenistan. To promote a broader public understanding of the significance of Turkmenistan’s permanent legal status of Neutrality, and to illustrate how current national laws uphold the triumph of civil rights and liberties, the National Center of Trade Unions of Turkmenistan and the Institute of State, Law, and Democracy of Turkmenistan hereby announce a joint competition for scholarly and practical articles. The competition, titled “Creative Labor and Human Rights” is hosted in the journal “Demokratiýa we hukuk”.
Requirements for Article Submissions
1. Scientific-practical articles are submitted in one of three languages: Turkmen, English, or Russian
2. A competition participant may submit only one article; the number of authors per article shall not exceed two.
3. Articles must be formatted on A4 (210×297 mm) paper and must not exceed 5 pages in length.
• Full name and professional title/position must be right-aligned, using 14pt bold font.
• The title should be centered, written in all capital letters, using 16pt bold font.
• Leave one blank line after the title.
• The main content should be in 14pt regular font, justified (aligned to both margins). Line spacing must be set to 1.0 (single-spaced).
• Margins: Top and Bottom: 2.0 cm; Left: 3.0 cm; Right: 1.5 cm.
• Citations and References are indicated by numbers in square brackets, e.g., [1], [2], [3–5]. A list of cited literature should be placed at the end of the article under the heading "Literature".
4. The text of the article must be composed in Times New Roman font, saved as a single file, and structured according to the following layout:
5. Articles are accepted exclusively in Microsoft Word format (with .doc and .docx file extensions).
6. Once an article is submitted, no further corrections or additions by the author are accepted.
7. Submitted articles are not returned to the author.
8. The article is reviewed at the author’s place of employment or study and must be accompanied by a Cover Letter signed by the Head of the institution.
9. The competition is open from the date of official publication until October 31, 2026.
10. Winners are selected following a peer-review process conducted by a Jury Commission composed of representatives from the National Center of Trade Unions of Turkmenistan, distinguished scholars, and political scientists.
Evaluation and Award Ceremony Protocols
The results of the competition are adjudicated and announced in December 2026, coinciding with the celebrations of International Neutrality Day and International Human Rights Day. Winners of the First Prize (one recipient), Second Prize (Two recipients) and Third Prize (Two recipients) are honored with Certificates of Merit and souvenirs presented jointly by the National Center of Trade Unions of Turkmenistan and the Institute of State, Law, and Democracy of Turkmenistan.
