WATER DIPLOMACY AS AN IMPORTANT AREA OF THE FOREIGN POLICY OF TURKMENISTAN
In the “Revival of a new era of the powerful state”, under the leadership of our esteemed President, special attention is paid to improving the quality and scientific basis of higher education. To this end, all conditions are created in this area.
On December 20, 2018, the esteemed President signed a Decree to open the Education Centre for the Priority Areas of Diplomacy of Turkmenistan at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan in order to deeply study of the water diplomacy of our country. The formation of new and active diplomacy in Turkmenistan that meets the high requirements of modern international relations and the ability to take a proactive stance in establishing a complex international legal framework for cooperation on energy, transport and water issues at the UN level forms the basis of the Centre’s structural activities.
In the second half of the academic year 2021-2022, the Centre launched the next round of training. In accordance with the Regulations of the Education Centre on the Priority Areas of Diplomacy of Turkmenistan, the students of all faculties of the Institute participate in this round of training. According to the approved Plan, lectures and seminars are held on relevant topics.
During the seminar, it is noted that Independent, permanently Neutral Turkmenistan, through its policy of positive neutrality, has established diplomatic relations with many countries around the world. Transport, energy and water diplomacy is considered one of the most explored and developed areas in our country. In addition, the Center conducts research studies on Turkmenistan’s water diplomacy, aimed at bringing together common efforts, sharing expertise in this area and contributing to national, regional and global prosperity and well-being.
Water diplomacy in Turkmenistan facilitates cooperation with other states, especially neighboring states, coordinates actions in the water and energy sectors. In this regard, Turkmenistan, based on universally recognized norms of international law, mutual respect and consideration for the interests of all states in the region, concludes regional agreements with the participation of international organizations.
Moreover, during the training, the students also discuss concrete examples in this area and exchange their views.
