LECTURE CONDUCTED BY REPRESENTATIVES OF THE REPUBLIC OF UGANDA
On March 25, 2026, a lecture was held at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, featuring Henry Oryem Okello, the Minister of State for Foreign Affairs of the Republic of Uganda. The institute’s professors, teachers and students attended the session.
At the beginning of the lecture, the honorable guest drew attention to the issues of cooperation between the Republic of Uganda and Turkmenistan. In his speech, the diplomat emphasized that the role of diplomacy in the modern world is immense. He provided the students with detailed information regarding the priority areas of Uganda’s foreign policy, specifically highlighting Uganda’s efforts in maintaining peace and stability across the African continent and its cooperation within international organizations.
Furthermore, he highly praised the status of Permanent Neutrality of Turkmenistan. He noted that Turkmenistan’s neutrality serves as a model of peace and trust, both regionally and globally. Addressing future diplomats, he emphasized that the mechanism of neutrality remains the most effective method for resolving international disputes through peaceful means.
The guest pointed out that the most essential qualities for a diplomat include patience and composure during negotiations. He stressed the importance of maintaining a broad outlook by mastering foreign languages and respecting different cultures, as well as possessing a high sense of patriotism that prioritizes national interests.
At the end of the lecture, students asked questions regarding international issues of interest. The guest provided specific answers and wished the young diplomats success in their future careers. Following the lecture, the guests toured the institute and visited the Museum of the History of Turkmen Diplomacy, which left a lasting impression. This event marked an important step in strengthening friendly relations and exchanging diplomatic experience between the two countries.
