Photo-journalism contest “Turkmenistan - Homeland of Neutrality”
REGULATIONS
for the organization and holding of a photo-journalism contest titled “Turkmenistan – the Homeland of Neutrality” on the occasion of International Neutrality Day among students of higher educational institutions
These Regulations for the photo-journalism contest titled “Turkmenistan – Homeland of Neutrality” was elaborated with the view to realize the Plan for the implementation of the Concept for the development of the digital education system in Turkmenistan, approved with the Decree of the President of Turkmenistan as of 15 September 2017, introduce innovations in the education system of the country, develop modern journalism, implement the instructions of our esteemed President to develop internet journalism and photojournalism as of February 23, 2020 and on February 9, 2021 and increase the enthusiasm of students for their profession and independently monitor the quality of education.
1. General Rules
The Regulation is the regulatory document for the organization and conduct of the photo-journalism contest (hereinafter – the contest) among students of higher educational institutions, which defines the procedure for its holding.
Holding a photo-journalism contest among students of the higher education institutions of the country will develop the talents and skills of young people in the use of innovative technologies in the context of digital transition.
The contest will help in the use of innovative technologies in Turkmenistan’s rapidly growing market economy and identify talented young people who are able to solve complex problems on their own.
Aims of the Contest:
a) to reflect the high international prestige of Neutral Turkmenistan as a result of the benevolent peaceful foreign policy initiatives pursued by the President, to show the socio-economic dynamics of our country in photographs and images;
b) to broaden and develop the views and understanding of internet journalism and photo-journalism among students of higher education institutions of the country in accordance of the instructions of the President as of February 9, 2021;
c) to improve the skills of photo-journalism in photo-reporting, photocopying, photojournalism and other genres;
d) to develop photo-journalism, an effective form of journalism;
e) to instill in young students a passion for their careers, the ability to take real photos;
f) to strengthen good-natured friendships among students of higher education institutions and discover the ability of any student, regardless of their profession.
Objectives of the competition:
a) to train qualified, skilled and enthusiastic photojournalists;
b) to develop an interest in creativity through the use of modern technologies;
c) to identify talented and capable young people, to create favorable conditions for their choice of professions related to their further intellectual development;
d) to promote interaction among higher education institutions through digital information and communication technologies.
Photos submitted to the contest will be judged on the basis of:
a) facilities included in the picture submitted to the competition;
b) magnificent architectural image of our capital, placed in the frame of the picture;
c) image compatibility with the theme;
d) the color matching of the image submitted to the competition;
e) the color shades of the image;
f) a particular view and meaning of the image taken;
g) ways of taking pictures.
2. Organizational and methodological support of the competition
2.1. An Organizing and Jury team are set up to provide general guidance on the organization and conduct of photojournalism competitions among college students.
Organizing team:
defines the basic principles of holding a photojournalism contest among students of higher education institutions and organizes the organization and conduct of competitions;
Jury:
Ensures that pictures from students of higher education institutions are judged fairly by the requirements established and determined by the winners.
3. Procedure for organizing and holding the competition
3.1. The students of all higher education institutions of the country who are studying in various fields, specialties of higher education programs may participate in the contest.
3.2. Each participating student must be registered by email at hgi.hzdek@gmail.com. Registration of the contestants will take place from November 10 to December 3, 2021.
3.3. The contest will be held at I and II levels:
Level I – Students majoring in journalism can participate;
Level II - Students studying in any specialty can participate.
3.4. The theme of the photo contest will be: “Turkmenistan – Homeland of neutrality”;
a) “Happy Residents of the Powerful State”;
b) “Skilled Young People of the Country of Development”;
c) “Ashgabat is a city of peace”;
d) “Architectural Art of Arkadag”;
e) Nationality and history.
3.5. Students who are willing to participate in the contest must submit his or her link to the designated website; each participant will be given an ID number, for example: 001, and the participant shall write that ID on the photo to be send. If the candidate submits only 1 picture, in 001.JPG format, if he submits more than one picture, the ID number should be sent by placing the number according to the number of pictures submitted. For example: 001_1.jpg, 001_2.jpg, ............. 001_5.jpg shall be sent to email address hgi.hzdek@gmail.com and to the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan for CD/DVD.
3.6. The student photo contestant must be photographed on their own, not plagiarized. The photo must be submitted by the author himself. If the photo is plagiarized, it will be removed from the competition.
3.7. The student participating in the contest can submit several photos to the contest. Submitted images must be sent to the organization’s e-mail hgi.hzdek@gmail.com by December 3, 2021. The pictures submitted to the contest must have been previously published or posted nowhere.
3.8. The jury of the contest will be composed of representatives of the editorial offices of newspapers and magazines of our country, as well as experienced photojournalists. The composition of the jury and its chairman are approved by the Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
3.9. The jury evaluates the work of the students participating in the contest and summarizes the results.
3.10. Any participant has the right to appeal. Complaints can be made to the jury by e-mail.
3.11. Complaints are reviewed by a panel of judges and the final outcome is determined by the chairman of the panel of judges, and this final conclusion is not subject to change.
4. Photo-journalism of students “Turkmenistan –Homeland of Neutrality”
Procedure for determining and rewarding the winners of the competition
4.1. The results of the contest are determined by the total number of points scored by the judges.
4.2. The results of the contest are formalized by statements and the composition of the winners is confirmed by the order of the Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan on the basis of the results of the jury.
4.3. Winners of the competition: I, II, III places (diplomas on 1st and 2nd levels) will be awarded with valuable souvenirs.
4.4. Photographs that have not been awarded prizes in the contest but have been nominated for prizes will be awarded with a Letter of Honor.
4.5. Photographs of the winners will be posted on the official website of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan www.iirmfa.edu.tm.
Information about those who wish to participate in the contest (student’s name, surname, university, year of study and profession) and articles to be submitted to the contest by e-mail of the Institute at hgi.hzdek@gmail.com will be from November 10 to December 3, 2021.
