SEMINAR ON CIVIL DEFENSE ISSUES HELD
On February 14, 2025, a seminar on civil defense issues was held at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, with the participation of faculty members and students.
During the seminar, speakers presented key provisions of the Civil Defense Law of Turkmenistan, outlining the main tasks, organizational principles, and operational structure of civil defense in the country. They discussed the responsibilities of executive bodies, enterprises, institutions, and organizations, as well as the rights and duties of Turkmen citizens, foreign nationals, and stateless persons in this field. Additionally, they addressed the ongoing improvement of the legal framework for civil defense, considering current trends in digitalization.
As highlighted in the seminar, the primary objectives of civil defense include organizing, developing, and ensuring the constant readiness of management, warning, and communication systems. This also involves establishing and training civil defense forces, maintaining their preparedness for emergency response, and conducting educational programs for personnel in government agencies, enterprises, and organizations. Enhancing the resilience of key sectors and economic entities is also a crucial aspect of civil defense.
The seminar further emphasized the importance of informing the public and local authorities about potential threats to life and health, as well as the necessary actions during emergencies. Key civil defense tasks include conducting search-and-rescue operations, carrying out urgent emergency measures, providing life support to affected populations, and ensuring timely evacuations from danger zones.
At the end of the seminar, participants expressed their deep appreciation to the National Leader of the Turkmen people, the Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, and the esteemed President Arkadagly Hero Serdar for their tireless efforts in fostering national well-being during the Revival of the New Epoch of the Powerful State.
