REGULATIONS
on holding the III International Competition
“International Relations: Culture of Peaceful Dialogue”
1. General Provisions
1.1. These Regulations define the fundamental rules and procedures for organizing and conducting the III International Contest “International Relations: A Culture of Peaceful Dialogue” (hereinafter referred to as the “Competition”).
1.2. The primary organizer responsible for the competition is the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan. The Ministry of Education of Turkmenistan and the Ministry of Foreign Affairs of Turkmenistan serve as advisors and facilitators for conducting these events.
1.3. The working languages of the competition are Turkmen, English, and Russian.
2. Goals and Objectives of the Competition
2.1. The primary goals of the competition are:
* To discuss effective directions and forms of cooperation of Permanently Neutral Turkmenistan within the framework of international relations, primarily with the United Nations, and to deliberate on approaches for the proper fulfillment of the tasks set before the country's scientific and educational community in this regard;
* To implement activities aimed at achieving the United Nations Sustainable Development Goals (SDGs), specifically regarding Quality Education and Partnerships for the Goals;
* To deliberate on the impact of Turkmenistan’s foreign policy strategy and diplomacy – based on permanent Neutrality – on regional cooperation, as well as on the positive dynamics in international relations on a broader global scale;
* To enhance international cooperation within the realms of international relations, foreign policy, and diplomacy, and to analyze new approaches in these fields.
2.2. The primary objectives of the competition are:
* To continue the implementation of the tasks set before scientific and educational personnel in the “Concept of the Foreign Policy Course of Neutral Turkmenistan for 2022–2028”, the “Strategy for the Development of the Science in Turkmenistan for 2024–2052” and other relevant documents approved by the President of Turkmenistan and adopted at the state level;
* To articulate Turkmenistan’s Permanent Neutrality, its peace-making potential, the country’s international initiatives, and the profound humanistic values derived from the “Dialogue – Guarantee of Peace” philosophy, as well as the fundamental principles of preventive diplomacy and cooperation for sustainable development, from the perspective of scientific-practical and political-diplomatic experience;
* To establish and strengthen mutually beneficial relations between higher educational institutions and scientific-academic centers of our country and foreign nations, and to further expand international cooperation in this field;
* To strengthen friendly relations among youth and to facilitate the exchange of educational and academic experience.
3. Organizational Framework of the Competition
3.1. An Organizing Committee shall be established to ensure the high-level organization of the competition. The composition of the Organizing Committee is approved by the Order of the Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
3.2. The Organizing Committee:
* defines the fundamental principles for conducting the competition;
* carries out organizational activities for the planning and implementation of the competition;
* establishes the procedures and deadlines for the competition;
* conducts consultations and coordination work with representatives of local and foreign higher education institutions;
* coordinates the logistical requirements for international participants, including hotel accommodation, catering, and transportation;
* organizes cultural, recreational, and introductory events for foreign guests;
* oversees all other emerging issues related to the event.
4. Rules for Conducting the International Competition
4.1. Undergraduate and graduate (Master’s) students from higher education institutions of our country and foreign states are eligible to participate in the International Competition. Each university may send 1 to 5 participants. One Instructor or specialist supervisor leads these participants. If necessary, participants may take part in the competition without a supervisor.
The application form for university participation is provided in Appendix 1.
4.2. The competition is conducted in the form of a 100-question test consisting of questions from various subjects taught in the field of international relations specialist training, as well as a wide spectrum of contemporary international relations issues. The test will include materials from political, historical, cultural, and exact science disciplines; international organizations and inter-state relations; Sustainable Development Goals (SDGs); international dialogue, ecology, climate change, and other global issues. The exclusive right to formulate and select the contest questions belongs to the Organizing Committee.
4.3. The composition and the Chairperson of the Competition Jury shall be approved by the Order of the Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, upon the recommendation of the Organizing Committee. The Jury may include heads of higher educational institutions and representatives from scientific and educational organizations of both Turkmenistan and foreign countries. The Jury determines the winners of the Competition and reviews any emerging issues or appeals.
4.4. A Mandate Committee is established to carry out technical tasks and oversee the rules and regulations of the competition. Its composition is approved by the Order of the Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan upon the recommendation of the Organizing Committee.
4.5. The winners of the competition are awarded: Gold, Silver, and Bronze medals, 1st, 2nd, and 3rd degree Diplomas, respectively and Certificates of Honor and prizes. The number of winners and the ratio of medals to be awarded shall be determined by the Organizing Committee.
5. Media coverage of cultural events, and the competition proceedings for international participants across mass media platforms
5.1. Official opening and award ceremonies shall be held for the participants of the International Competition.
5.2. Sightseeing tours and introductory presentations shall be organized for the participants of the International Competition.
5.3. The International Competition shall be extensively covered in the national mass media and online resources.
6. Financing the Events
6.1. International participants shall fully bear their own travel expenses related to arriving in and departing from Turkmenistan.
6.2. The Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan shall cover, as its own expense, the costs of international participants' travel from the border of Turkmenistan to Ashgabat and back, as well as accommodation, catering, and local transportation during the events. Additionally, the Institute shall provide for the costs associated with the awarding of diplomas, certificates of honor, and certificates of participation to winners, as well as the provision of valuable gifts for winners and heads of delegations.
6.3. Foreign participants are responsible for any expenses not specifically provided for in these Regulations.
