Halk Maslahaty – the main body of Turkmen government
Independent, permanently neutral Turkmenistan, under the leadership of our esteemed President Serdar Berdimuhamedov, focuses on great events and significant events every day. The country is a democratic, legal and secular state where human rights are protected and guaranteed by the norms of the constitution and laws of Turkmenistan.
Constitutional reforms, carried out on the basis of the initiatives of our Hero Arkadag , are of great importance in protecting the rights and freedoms of the people, attracting various segments of the population to manage the affairs of the state. The 32nd anniversary of independence is of great importance for the Turkmen people. Today we can say with great confidence that every day, every month of sovereign development is filled with historically significant political, economic and cultural events, assessing the reforms that took place in the life of our country during the years of independence, during the year of Happy youth with Arkadag Serdar.
Currently, preparations are underway for a meeting of the Halk Maslahaty of Turkmenistan, dedicated to the 32nd anniversary of the independence of the Motherland. Along with the important issues related to state life, the achievements, milestones, and main directions of the domestic and foreign policy of the country will be discussed at the meeting.
The creation of the highest representative body of people’s power ‒ the Halk Maslakhaty of Turkmenistan, creates opportunities for further improvement of the political system of society, ensures the participation of the population and public associations in making important decisions regarding state and public life in conditions of openness, transparency, fairness and legality.
The main goal and main tasks of the Halk Maslakhaty of Turkmenistan are to solve important national issues, involve the public in the implementation of reforms and socio-economic programs in the country, develop proposals, give advice, strengthen unity, stability, peace and well-being of the people, and support and serve the dynamic development and strengthening a permanent neutral state in a new great era, through transformation.
The Halk Maslakhaty of Turkmenistan considers and approves proposals on the adoption of the Constitution of Turkmenistan and Constitutional Laws, amendments and additions to them; considers and approves the main directions of the domestic and foreign policy of the state, as well as programs and laws for the political, economic, social and cultural development of the country, hears annual messages of the President of Turkmenistan, considers issues of peace and security, exercises its right of legislative initiative, and exercises other powers provided for by the laws of Turkmenistan.
Our Hero Arkadag devoted his whole meaningful life to serving the people, showed his high example of wise government and advanced our country to development. The people of Turkmenistan live a happy, peaceful, dignified life, and our Motherland has become a country where the people’s dreams come true. These achievements are inextricably linked with the name of our Hero Arkadag. In this regard, as a result of the wishes and proposals of the whole people and in accordance with the Decree signed by the President of Turkmenistan Arkadagly Serdar, the National Leader of the Turkmen people, our esteemed Arkadag, was appointed Chairman of the Halk Maslakhaty of Turkmenistan. The powers of the Halk Maslahaty of Turkmenistan include the consideration and approval of proposals for the adoption of laws in accordance with the Constitution, amendments and additions to them, the definition of the main directions of the country's domestic and foreign policy, as well as determination of economic, social and cultural development programs, assessment of issues of peace and security implementation of other powers provided for by the legislation of Turkmenistan.
It should be proudly noted that on September 2, at the Rukhyet Palace in Arkadag city, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov held a general lesson on the occasion of the Day of Knowledge and Student Youth and the beginning of the new academic year, which was attended by representatives of the public organizations, young professionals employed in various sectors of the economy, rectors, teachers and students of higher educational institutions of the country, school students, heads of mass media, the website of the Halk Maslahaty of Turkmenistan reports. The head of the supreme representative body of the people's power of Turkmenistan spoke about the experience of the Turkmen people in the creation and management of the state, as well as the role of youth in the development of the country and society. At the general lesson our Hero Arkadag said “Our future is connected with youth. Young people should know history, implement modern plans, key directions and fundamental doctrines of state policy”. Chairman of the Halk Maslahaty drew attention to the need to constantly improve their knowledge, broaden their horizons and worldview, cultivate interest and desire to obtain good knowledge, education, which are the most important conditions that ensure the development of society and determine the future, happy fate of the Fatherland and the people. As our Hero Arkadag noted that the greatest wealth is such perfect moral principles as respect for people, wisdom, honesty, courage, inspiration and purity of thoughts.
