REGULATIONS
On Organizing International Law Debates and Model Sessions of International Organizations Titled “Neutrality and International Law” Among University Undergraduate and Master’s Students, Held in the First Ten Days of December 2026 jointly organized by The Ministry of Education of Turkmenistan, the Central Council of the Magtymguly Youth Organization of Turkmenistan, and the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan on the occasion of the promotion of Turkmenistan’s initiative to declare 2028 as the “Year of International Law” at the UN General Assembly and in honor of International Neutrality Day
These Regulations have been developed to outline the procedures for conducting the international law debates and model sessions of international organizations titled “Neutrality and International Law”. The event is held during the first ten days of December 2026 and is jointly organized by the Ministry of Education of Turkmenistan, the Central Council of the Magtymguly Youth Organization of Turkmenistan, and the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan. The event celebrates the promotion of Turkmenistan’s initiative at the UN General Assembly to declare 2028 the “Year of International Law” and marks International Neutrality Day among undergraduate and master’s degree students of the country’s higher education institutions.
I. GOALS AND OBJECTIVES
The debates on international law and the model sessions of international organizations will provide vital assistance to student youth in implementing the norms of international law, conducting diplomatic negotiations, peacefully resolving disputes, and making sound decisions in conflict situations.
The adoption of numerous UN General Assembly resolutions aimed at resolving critical global issues – undertaken at the initiative of Turkmenistan – serves as a triumph for our policy of neutrality, which forms the foundation of prosperity and sustainable development. It provides momentum for realizing our nation's universally beneficial initiatives directed toward securing peace through development.
As a continuation of these efforts, the proposal to declare 2028 the “Year of International Law” clearly reflects that relations between the states of the world must be conducted on the basis of universally recognized principles and norms of international law.
From this perspective, a key objective is to identify promising young specialists capable of further strengthening the legal status of permanent neutrality of our state and protecting its national interests based on strict adherence to the norms, rights, and obligations arising from international law.
II. RULES AND TERMS FOR THE DEBATES
2.1. The preliminary rounds of the debates are conducted internally within each higher education institution of our country, in accordance with Appendix 1 of these Regulations.
2.2. The debates are conducted in the state (Turkmen) language. Within each higher education institution, 5 (five) undergraduate/master’s students will participate. From among them, 2 (two) selected students will earn the right to advance to the inter-university model sessions.
2.3. The debates focus on pivotal issues of international law. The Organizing Committee provides the specific agenda items and topics considered in advance.
2.4. The topics considered during the debates shall relate exclusively to issues of international law.
2.5. Information regarding the participating student teams and their supervising faculty member shall be submitted by November 1, 2026, in .doc* format to the email address: hhkafedra@gmail.com using the registration forms provided below.
2.6. The internal institutional stage of the debates is held between November 23 and November 27, 2026.

III. RULES AND CONDITIONS FOR THE INTER-UNIVERSITY MODEL SESSIONS
3.1. The 2 (two) students selected from the internal institutional debates will qualify to participate in the model sessions of international organizations held at the inter-university level.
3.2. For the model sessions, mixed delegation teams are formed from the participating undergraduate and master’s students of different universities based on a random draw. A designated moderator is assigned to guide each team.
3.3. Information and materials regarding the agenda topics for the model sessions is sent via email by the Organizing Committee 5 (five) days prior to the start of the sessions.
3.4. The model sessions of international organizations are convened at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan during the first ten days of December 2026.
IV. PANEL OF JUDGES AND OBSERVATION COMMITTEE
4.1. To ensure the successful execution and evaluation of the student debates and model sessions, representatives from the following institutions will serve as members of the jury: Magtymguly Turkmen State University; International University for the Humanities and Development; Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan; Institute of State, Law, and Democracy of Turkmenistan; The Central Council of the Magtymguly Youth Organization of Turkmenistan and Representatives of international organizations also attend the sessions in the capacity of official observers.
4.2. Students who distinguish themselves during the model sessions are awarded prizes by the Central Council of the Magtymguly Youth Organization of Turkmenistan and Certificates of Honor by the co-organizers.
4.3. Official updates, reports, and details regarding the international law debates and model sessions are published on the official website of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan (iirmfa.edu.tm).
