THE KHALK MASLAHATY – THE SOURCE OF DEMOCRACY
The Khalk Maslahaty is one of the oldest institutions of governance in Turkmen society and expresses the inseparable connection between eras and generations. Based on the generalization of the historical experience of our ancestors, over many centuries, important economic, political and military issues were resolved at its meetings with the participation of broad sections of the population, especially in consultation with representatives of the older generation. The Turkmen people have always treated their elders with special respect, relied on their rich life experience in matters of important for the country, and, thus, as a rule, made the right decisions. Scientific, theoretical and historical experience indicate that the discussion and exchange of opinions of people's representatives have a positive impact on the socio-economic and socio-political development of society. Those noble traditions that have been preserved in the history of our people and express national identity are today finding their modern continuation. The next session of the Halk Maslahaty, which was held on September 24 in the year of «Fount of Wisdom – Magtymguly Fragi» in the capital of our state in accordance with the decision of the Presidium of the Halk Maslahaty of Turkmenistan, is another vivid example of the national unity of the people of Turkmenistan. This is another proof of our people's commitment to the wise principle: “A robe tailored according to advice will not be short”. Such noble principles form a solid foundation for the humanitarian state policy implemented in the country.
This event has become historically important for our country, it testifies to the successful implementation of large-scale democratic reforms in our country. The foundations of true people's power are constantly being strengthened on the basis of the noble initiatives put forward by our Hero Arkadag and successfully implemented by our President, Arkadagly Hero Serdar. Reforms contribute to the steady increase in the responsibility of the entire society and each citizen individually for the fate and future of the Motherland. The participants of the Halk Maslakhaty discussed a number of different issues related to the socio-political, economic, cultural and humanitarian spheres. Particular attention was paid to improving the scientific and educational system in the country, improving the living conditions of the people, developing society and increasing the competitiveness of the economy of Turkmenistan. The issues of approving the Strategy for the Development of Science in Turkmenistan for 2024-2052, the harmonious and stable development of the city of Arkadag, and further improving the standard of living, work and recreation of the population were also discussed. During the Halk Maslakhaty, President of Turkmenistan Serdar Berdimuhamedov signed a Decree approving the Concept for the Development of the City of Arkadag for the period from 2024 to 2052. This strategic document is aimed at the harmonious and sustainable development of all systems of the city, ensuring comfortable conditions for living, working and rest, as well as improving the social and living standards of the population. The Decree of the President of Turkmenistan “On holding events to mark 2025 - the International Year of Peace and Trust” was also signed. It should be noted that other important issues were discussed at the meeting of the Halk Maslakhaty of Turkmenistan and further tasks were defined in ensuring the further prosperity of our Motherland.
The positions of our independent country on the world stage are constantly increasing and strengthening, its international authority is increasing. Our country maintains friendly and constructive relations with all countries of the world, promotes positive initiatives for the development of equal and mutually beneficial cooperation at the regional and global levels, and constantly contributes to the strengthening of peace, prosperity and sustainable development.
The meeting of the Halk Maslakhaty of Turkmenistan became a major socio-political event in the life of the country, demonstrating the features of the peace-loving foreign and domestic policy of the state, the unity and cohesion of our people. The activities of the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov and the President of Turkmenistan Serdar Berdimuhamedov are entirely aimed at strengthening the international authority of the Turkmen state, and implementing large-scale national programs and reforms for the dynamic development of the country, as well as ensuring social well-being.
