A NEW OPPORTUNITY OF THE EDUCATION
Each century believes that its time is exclusive and uncommon. In this regard, in the period of the Revival of a New Era of the Powerful State, reasonable domestic and foreign policy of our esteemed President has gained great support in the world community. Turkmenistan, based on the principles of eternal neutrality, peacefulness, prosperity and good neighborliness, is acquiring ever higher standards. Today the prestige of our country is being raised. This is evident from the fact that every reasonable initiative of the President, his principles based on deep wisdom, find great support in the world. Under the leadership of our esteemed President, our state, Turkmenistan has managed to become the most reliable partner in the world community. Independent, permanently Neutral Turkmenistan is a place of peace and prosperity. The success achieved in a peaceful country is directly related to the well-being and happiness of our people. Equal and friendly relations of Turkmenistan with the countries of the world are another example of peacekeeping. During the period of the Revival of a New Era of the Powerful State, our country is implementing great works with a number of international organizations that are beneficial to the society. In particular, the great work, carried out with prestigious international organizations such as the UN, the CIS, and the OSCE is particularly noteworthy. As a result of such fruitful cooperation, the position of Turkmenistan in the world is further enhanced. Cooperation with the United Nations is one of the important directions of the country's foreign policy strategy. In the year “Happy youth with Arkadag Serdar”, the principle goodwill of our people is known in the world community. Our esteemed President develops the national principles of our people at a modern level. Our noble principles of benevolence, brotherhood and peacefulness are world standards and developed on the basis of our legal status of permanent neutrality. According to the source, in 1992, Japan and Central Asian nations established diplomatic relations and during two decades of partnership began to increase and in 1997 the “Silk Road” Diplomacy concept was formulated for Japan's policy towards Central Asia. It should be noted that at present Japan is one of the largest assistants to Central Asia in structural reforms and Japanese investments to the different aspects of region economy and transport communication. There are several areas of special interest to Japan in its relations with Central Asia, including cooperation in education, economic development of the region, political reforms, as well as energy resources. In 2004 Japan initiated creation the “Central Asia plus Japan” dialog is part of its multilateral diplomacy. After gaining its independence, Turkmenistan attaches great importance to international cooperation, especially to the establishment of effective relations with the countries of the world. In such intergovernmental relations, relations with the Asia-Pacific region, in particular with the state of Japan, were raised to new levels of quality. Turkmen–Japan diplomatic relations were established in April 1992. Japan–Turkmen relations have much increased with the leadership of Turkmenistan, which that try developing more active international relations with foreign countries, international and regional organizations. It should be noted that as a result of high-level talks in recent years, Turkmen-Japanese relations have been continuously enriched in terms of content. The Japanese business community is very interested in participating in the implementation of investment projects in our country to strengthen its position in the promising Turkmen market. It should be mentioned that April 22 of this year, it was the 30th anniversary of the establishment of diplomatic relations between Turkmenistan and Japan was marked. During the past historical period, this country, which is rapidly developing economically in the Asia-Pacific region, has become one of the main and reliable partners of Turkmenistan. Nowadays, modern industrial complexes built in cooperation with famous Japanese companies can be found in any part of our country. In fact, diplomatic relations between Japan and Turkmenistan are being developed dynamically in various fields. In 2004, on the initiative of the Japanese side, the “Central Asia + Japan” dialogue was established, within which work is being carried out to strengthen regional cooperation. Many educational institutions of the country have established close partnerships with many of foreign educational institutions. If we say about scientific and educational cooperation between the two countries, we can underline with confidently that scientific and educational relations between Turkmenistan and Japan are also being actively developed recently. At present, systematic work is being carried out to teach Japanese language to the youth of Turkmenistan. It should be noted that the Turkmen National Institute of World Languages named after Azady is the oldest educational institution where the Japanese language is being taught in our country. Since its opening in 2007, many Japanese specialists have graduated, and since 2016, Japanese has been taught in some of the country's secondary and higher educational institutions. In order to deeply study the cultural and spiritual characteristics of the country, and master important language skills, Japanese is being taught at our Institute as a second foreign language. This confirms the fact that relations between our countries are becoming closer and more fruitful. It should be noted with pride that the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan attaches great importance to scientific and educational cooperation between the countries, one of the them is Japan. Obviously, the visit of the rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan Jumamyrat Gurbangeldiyev where the rector delivered his meaningful speeches at a meeting with General Director of the Institute of International Relations of Japan. During the meetings, the parties considered a number of issues on the further development of bilateral Turkmen-Japanese cooperation as well as a productive exchange of views took place on the issues of further expansion of relations in the field of higher education. One of the happy events is that during the visit for the meetings, it was proposed to consider the issues of JICA cooperating with the IIRMFA of Turkmenistan. It should be emphasized that the meetings also paid special attention to the implementation of the youth policy. Particular attention was paid to the development of the role of youth in international relations and activities undertaken to implement the strategy of international youth cooperation in Turkmenistan. Thus, there is no doubt that youth is the most dynamic and important segment of the population in any country. It is a well-known fact that the youth of any country is a great asset as well as it is also dignity of the society. They are indeed the future of the country and represent it at every level. The role of youths in nation-building is more important. In other words, the intelligence and work of the youth will take the country on the pathway of success. As every citizen is equally responsible, the youth is too. They are the building blocks of the country. In conclusion, at the moment, bilateral relations between Japan and Turkmenistan are rapidly expanding in such areas as the promotion of education in Japanese and the implementation of large-scale economic projects.
