“Independence and Neutrality as the wings of progress”
REGULATIONS
for the competition of artistic and journalistic articles on the theme “Independence
and Neutrality as the wings of progress”, timed to the significant holiday of the 30th
anniversary of Independence of Turkmenistan, among students of the Faculty of Journalism, as well as other specialties of higher educational institutions of our country and from the countries of Commonwealth of Independent States.
In order to implement the Action Plan of the Concept for the Development of the Digital Educational System of Turkmenistan, approved by the President of Turkmenistan by Decree No. 340 as of September 15, 2017, the introduction of innovations into the education system, the development of modern journalism, the implementation of the instructions of the esteemed President as of February 9, 2021 on the development of Internet journalism, photojournalism, increasing students’ enthusiasm for their profession, as well as in order to conduct independent monitoring of the quality of education in this area, in the year the slogan of which is “Turkmenistan - Homeland of Peace and Trust”. “Independence and Neutrality as the wings of progress”, dedicated to the 30th anniversary of the Independence of Turkmenistan, among students of the Faculty of Journalism, as well as other specialties of higher educational institutions of our country and from the countries of the Commonwealth of Independent States.
General Provisions
The present Regulations, being a normative document, establishes the procedure for holding the competition of artistic and journalistic articles (hereinafter – the “Competition”) “Independence and Neutrality as the wings of progress” among the students of the Faculty of Journalism and other specialties of higher educational institutions of our country and students from the countries of the Commonwealth of Independent States.
The identification of talented and gifted young people who are able to disclose the main areas of the educational policy of our country is a constituent basis during the period of harmonious integration of the education system of Turkmenistan into the world scientific and educational space.
Conducting a competition of artistic and journalistic articles on the topic “Independence and Neutrality as the wings of progress” among students of higher educational institutions of our country and from the countries of the Commonwealth of Independent States will show Turkmenistan’s transition to the digital education system and reveal the intellectual skills of young people in using innovative technologies.
The competition will help to identify young talents who are able to use innovative technologies and independently solve complex problems during the period of rapid growth of the market economy of Turkmenistan.
Aims of the competition:
a) on the basis of instructions given by esteemed President on December 23, 2020 and February 9, 2021 via the video communication system, to students of journalism faculties and other specialties of higher educational institutions of our country, explain the importance of propaganda, expand the views of young people on the growing role of political communication and Internet journalism, political and conscious thinking, and at the same time foster respect and love for the native country, its historical past;
b) to promote the international initiatives of the President of Turkmenistan, fully supported by the United Nations and other international organizations, the positive experience of benevolent cooperation within the CIS;
c) to improve the skills of writing an article, reportage, interview, essay and other genres of journalism;
d) to develop in student youth a passion for their profession, the ability to analyze real events;
e) through active participation in the competition, to strengthen friendly relations between students of higher educational institutions of our country and from the countries of the Commonwealth of Independent States;
f) to further increase the creative abilities of students studying other specialties, and increase the enthusiasm of students studying in the profile.
Objectives of the competition:
a) to train qualified political journalists who are able to understand and analyze important problems of the era, who are able to explain state policy and ideology;
b) to stimulate interest in creativity through the ability to use modern technologies;
c) to identify talented and capable young people and create favorable conditions for them to choose a profession, associated with their further intellectual development;
d) to fulfill the relationship between higher education institutions through digital information and communication technologies.
Articles submitted for the competition will be judged based on:
a) the relevance and novelty of the topic in the article;
b) focus on a specific topic (international cooperation, economy, science and education, cultural and humanitarian sphere, sports) when highlighting the achievements over the period of 30 years of independence of Turkmenistan;
c) the harmonious correspondence of the presented material to the topic of the article and the use of appropriate sources;
d) masterful use of artistic means.
2. Organizational and methodological support of the competition
2.1 In order to organize and conduct a competition of artistic and journalistic articles dedicated to the theme “Independence and Neutrality as the wings of progress”, among students of the Faculty of Journalism, as well as other specialties of higher educational institutions of our country and from the countries of the Commonwealth of Independent States, an Organizing Committee and a Jury team shall be created.
2.2 Organizing Committee:
Determines the basic principles of the competition of artistic and journalistic articles “Independence and Neutrality as the wings of progress” among the students of higher educational institutions of our country and among students from the countries of the Commonwealth of Independent States, and carries out work on the organization and conduct of the Competition.
Jury Team:
2.3 The jury team will consist of representatives of the editorial boards of newspapers and magazines of Turkmenistan. The composition of the jury and the chairman are approved by the rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
2.4 In accordance with the established requirements, fairly evaluates the articles received from students of higher educational institutions and determines the winners.
3. The procedure for organizing and holding the competition
3.1 Students-journalists of higher educational institutions of our country and student-journalists from the countries of the Commonwealth of Independent States can take part in the competition, as well as students of various specialties and professions enrolled in higher education programs.
3.2 Each participant of the competition must send his article and the necessary data (name, surname of the student, name of the higher educational institution, course and specialty) to the email address: hgi.hzkafedra@online.tm.
3.3 The competition will be held at I and II levels:
a) at the I level - students according to the profile can participate;
b) at the II level - students studying in any profile, except journalism, can participate.
3.4 The topic of the article submitted to the competition: “Independence and Neutrality are the wings of progress.”
3.5 The student participating in the competition must write the article on his own, and not copy it. The article must be submitted by the author himself (no more than 30 thousand characters); an article will be removed from the competition if it is plagiarized.
3.6 An article submitted to the competition should not be published earlier or posted on web sites.
3.7 The jury team evaluates and summarizes the results of the students’ competitive works.
3.8 Every competitor has the right to appeal. You can send a complaint to the jury team by e-mail.
3.9 Complaints are reviewed by a jury team, the final result is determined by the chairman of the jury, and this final decision cannot be changed.
4. The procedure for determining and awarding the winners of the competition of artistic and journalistic articles “Independence and Neutrality - the wings of progress”,
timed to the significant holiday of the 30th anniversary Independence of Turkmenistan
4.1 The results of the competition will be summed up by the jury team based on the results of the points received.
4.2. The results of the competition are drawn up in protocols, and the composition of the winners, based on the results of the panel of judges, is approved by the order of the rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
4.3 The winners of the competition are awarded: I, II, III places (diplomas of 1 and 2 levels).
4.4 Competitive articles that applied for prizes, but did not receive them, are awarded with a Letter of Gratitude. The winning articles will be posted on the official website of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan www.iirmfa.edu.tm.
Information about the participants of the competition (name, surname of the student, name of the higher educational institution where he studies, course and specialty) and their competition articles are accepted by e-mail hgi.hzkafedra@online.tm from June 28 to September 10, 2021.
