PRIORITIES OF THE PEACE - LOVING HUMANITARIAN POLICY OF TURKMENISTAN
Turkmenistan pursues foreign policy based on the principles of positive neutrality, peace-loving, open doors, good neighbourliness and equal beneficial cooperation with all interested foreign partners. Developing fruitful relations on the government level, our country demonstrates invariable commitment to constructive dialog in multilateral format.
Today, Turkmenistan attracts the attention of the world with its political, economic and cultural developments. Our country is establishies relationships with world countries and international organizations that have a new meaning. These relationships are aimed at ensuring more meaningful life of the Turkmen people and raising its international reputation higher than before. For this purpose, in order to ensure peace and security in the world, the UN is the main and irreplaceable mechanism for ensuring global peace and security and is the highest international organization in resolving disputes and conflicts.
The Charter of the United Nations should be the foundation of the world rules of the 21-st century. [1] The Charter remains the primary source of international humanitarian law, and its rules adhere strictly to the Charters peaceful, humanitarian principles. The issue of maintaining global peace and stability on the Earth is one of the main issues of international relations and its importance is constantly increasing.
In our country interesting formation of international rules that fight and strongly condemns the absence of any external threats, its legal rights, raw materials, national and social important interests and is actively implementing effective actions in this regard is involved.
Turkmenistan makes a worthy contribution to the work in solving common problems of interest of mankind with the countries of the world and international organizations. The Plans implemented by the United Nations and its specialized agencies and other international organizations, based on humanitarian principles, create positive conditions for the realization of peoples rights guaranteed by law. It is aligned with the Goals of Sustainable Development, earning the broad support of the international community in delivering human-centered humanitarian aid and organizational actions.
As it is know, humanitarian aid consists of providing voluntary, free assistance to people affected by various emergency situations. The main goal of such activities is to alleviate the situation of people in difficult conditions. During the years of independence, neutral Turkmenistan has gained positive experience in providing humanitarian aid to the people of different countries. Our country is always ready to help other countries, adhering to the important principles of humanitarianism, good neighborliness and mutual assistance and universal values.
The Prezident of Turkmenistan has created a successful model of international cooperation in this important direction. Global, regional, and national levels of self-knowledge movements provides a consistent output with the key elements which connect it. That is why “The 2021-2023 Plan for the implementation of international humanitarian law” as well as “The work plan for the inter-departmental group to ensure the implementation of international human rights obligations and international humanitarian law of Turkmenistan” were approved. This plans include an analysis of the national legislations confrmity with the norms and principles of international humanitarian law. In particular, it was noted the necessity of analyzing several laws related to the norms of international humanitarian law, the subject of regulation, and preparing recommendations as a result of the analysis.
The analysis of the legal basis of the treaty showed that Turkmenistan has ratified the Conventions regulating such areas in the field of international humanitarian law. They include "On the Statute of Refugees", "On the Statute of Apartheids", "On the Prohibition of the development, production and stockpiling of Bacteriological (Biological) and Toxin Weapons and their Destruction", "Prohibition on the development, production, stockpiling and use of Chemical Weapons and on their destruction" and “The Optional Protocol to the Convention on the Rights of the Child”.
Humanitarian promoted in the state policy of the President, who emphasizes that the main value of the modern democratic society is a person and its main goal is to ensure human well-being and happiness and the main principles are humanitarianism, justice and inspiration. The Doctrine of humanitarianism, which is reflected in the initiatives the honorable President of Turkmenistan his multifaceted policy is not only focused on the interests of our people, but also attracts the attention of the international community.
Therefore, successfully implementing constructive foreign strategy our country makes significant input to the provision of peace and progress and achievement of global Sustainable Development Goals.
