More Than Resources: Soft Power and Human Capital Are Changing the Agenda of the Central Asian-German Dialogue
Khiva, April 17 | ORIENT. The Expert Forum "Strategic Partnership in a Changing World," held in Khiva, became an important milestone in defining practical vectors of cooperation between the countries of the region and Germany. The event, organized by the Institute for Strategic and Interregional Studies under the President of the Republic of Uzbekistan jointly with the Konrad Adenauer and Friedrich Ebert Foundations, brought together representatives of expert circles, international organizations, and leading think tanks, confirming the high level of mutual interest in deepening the partnership.
While political discussions focused on security and logistics, a separate, in-depth dialogue unfolded around the humanitarian dimension of the partnership. Participants at the Farovon Hotel agreed: in the era of global technological transformation, it is investments in professional competencies and education that become the foundation of long-term stability.
In his speech, Bekdurdy Amansaryev, a representative of the Turkmen delegation and an expert at the Center for Strategic Studies at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, shifted the discussion from macroeconomic indicators to specific solutions for developing the region's human resources and scientific potential.
The keynote of his speech was the idea that in the modern world, the true greatness of states is measured not by the volume of gas produced, but by the effectiveness of their investments in people. Investments in high-quality education are now recognized as the most profitable form of geopolitical investment, capable of generating economic returns many times greater than those from commodity assets.
"According to experts, one dollar invested in high-quality education generates many times more profit for the economy than investments in fixed assets such as buildings or machinery. Our true strength lies in our ability to create a model of cooperation based on a natural movement toward each other," Amansaryev noted.
In this context, Turkmenistan views its partnership with Germany not simply as a means of acquiring technology, but as the creation of a "talent circulation" model, where the experience of leading European institutions is adapted to national realities.
The German dual education system is a key instrument for this modernization. Thanks to the long-standing work of the German Society for International Cooperation (GIZ), Turkmenistan is successfully implementing programs to train senior managers.
"The idea of a pan-regional university for Central Asia, supported by German expertise and exchange programs, could become the foundation for the development of an intellectual elite free from national egocentrism. When students from Ashgabat, Tashkent, and Astana work together with their German colleagues to address resource shortages, they are laying the foundation for a world without conflict," Bekdurdy Amansaryev continued.
Particular attention is paid to logistics and green management, as well as the implementation of global quality standards in the textile and agricultural industries. This creates an environment in which Turkmen specialists speak the same professional language as their colleagues in Hamburg or Munich.
Humanitarian integration also encompasses critically important areas such as modern medicine and law. Turkmen doctors training in neurosurgery and oncology at Berlin clinics ensure the transfer of best practices, which are then implemented in new medical centers in Ashgabat.
At the same time, active dialogue is underway on the digitalization of public services and the protection of intellectual property, where German legal experience serves as a reliable reference point.
The foundation for such a high level of trust remains the rich experience of cultural interaction. A landmark example was the exhibition of Margiana artifacts in Germany's largest museums, which introduced Turkmenistan to the European public as one of the five centers of ancient civilization.
Today, this historical "bridge" is complemented by modern technologies: Ashgabat is actively inviting German experts to create regional IT hubs. The creation of a unified digital space will allow scientists and medical professionals from both countries to exchange data in real time.
The results of the expert meetings in Khiva confirm that the partnership between Central Asia and Germany has evolved from a model of resource exchange to deep integration in the field of knowledge. Today, the region is ready to offer the world a constellation of human talent capable of working to the highest international standards.
Investments in professional exchanges and academic mobility are becoming the "soft power" that transforms humanitarian interaction into a powerful driver of progress, ensuring sustainable development for decades to come.
